Isael Martinez

Isael Martinez is the Founder and Operations Manager of Water Guardians of Texas, an organization dedicated to helping water and wastewater utilities maintain reliable operations and achieve regulatory compliance. With over eight years of hands-on experience in the water utility industry, Isael has worked in multiple operational and leadership roles, gaining practical knowledge in water production, water distribution, wastewater collection, and utility maintenance.

Before founding Water Guardians of Texas, Isael served in several positions with El Paso Water and later as the Public Works Superintendent and Public Works Director for the Town of Anthony and City of Kenedy respectively, where he oversaw essential infrastructure systems and led efforts to improve operational efficiency and compliance. Through these roles, he developed a strong understanding of the challenges many small and rural utilities face when trying to meet regulatory standards with limited staff and resources.

Isael founded Water Guardians of Texas in 2024 with the mission of providing technical assistance, emergency operator support, and executive-level operational oversight to utilities that need experienced leadership without the cost of full-time management. His goal is to strengthen utility operations, support local operators, and help communities continue delivering safe drinking water and reliable wastewater services.

Isael is currently pursuing an Associate of Science in Civil Engineering and holds multiple certifications in water and wastewater operations. His work focuses on building sustainable, compliant, and resilient utility systems for the communities they serve.
