It includes monthly on-site presence, full maintenance and asset management program structuring, budget forecasting, compliance monitoring, emergency response support, and board presentation assistance. This tier is designed to ensure the system operates safely and efficiently while simultaneously building the capacity and confidence of city staff to gradually assume operational control over time.

Water Guardians of Texas provides emergency licensed operator services to utilities experiencing staffing shortages, regulatory risks, or operational emergencies.
